Geneva police reports collected this week include two February incidents of underage drinking involving teens and young adults from Batavia, Geneva and Lake Zurich. Consumption by a Minor—Geneva police arrested Kyle Singer, 20, of Geneva on a charge of illegal consumption of alcohol by a minor and cited four other minors for underage drinking around 12:56 a.m. Feb. 28 at a residence in the 400 block of East Side Drive, reports said. Cited under city ordinance were David Rafter, 18, of Batavia, Tyler Gorski, 19, of Geneva, Cailyn Glisson, 18, of Batavia and Alisa Bogdan, 18, of Batavia. BATAVIA A 20-year-old North Auroran and a 19-year-old Batavian were each issued complaints for unlawful consumption of an alcoholic liquor. An officer made the arrests at 2:12 a.m. on Feb. 21, according to a police report. Jason R. Leannah, of the first block of Grace Street, North Aurora, was speeding more than 40 mph over the limit. He posted his driver's license for bond for the speeding offense. Philip R.C. Vermaas, of the 800 block of North Forest Avenue, Batavia, was issued a notice to appear in court for failure to wear a seat belt, according to the police report. NAPERVILLE A woman reported on Feb. 5 that someone had placed a used condom on her apartment door handle in the 200 block of East Bailey Road, police said. GLEN ELLYN Michael P. Dieterle, 20, of the 1300 block of East Elm Street, Wheaton, was arrested at 2:43 a.m. Jan. 27 in the 300 block of Alder Lane, police said. He was charged with public intoxication, illegal consumption of alcohol by a minor and public indecency. ST. CHARLES Steven J. Michalak, 42, of the 5N200 block of Hanson Road, called police at 12:24 a.m. Jan. 31 to request assistance. He was at XSport Fitness, 238 N. Randall Road, and the locks to his car doors had frozen. NAPERVILLE Two people were arrested early Jan. 27 after a brawl broke out inside a downtown Naperville bar, in which a stiletto shoe was used as a weapon, the Naperville Police Department said. Kenneth S. Davis, 21, of the 500 block of Donna Avenue in Aurora and Jessica M. Manchur, 27, of the 600 block of Grove Drive in Elk Grove Village, were charged with fighting, prohibited under a city ordinance, police said. Officers responded to a fight in progress on the second floor at Rizzo's bar, 6 W. Jefferson Ave., around 12:44 a.m. Jan. 27. As a result of the fight, one man was transported to the hospital after suffering facial lacerations. Provisions of an Illinois law expands on parents' responsibilities to prevent underage drinking on their property.
A law that took effect Jan. 1 targeting underage drinking cracks down on parents who allow minors to drink anywhere on their property. That's of some interest to this area, which has had its share of discussion on the topic. Back in 2012, Geneva upped its fine for the offense, following weeks of City Council discussion, and there was significant attention to a case in which a parent in Geneva was charged with allowing an underage drinking party at his home. Prosecutors ultimately dropped the case against Robert Caruso this year, ending months of court appearances. Judge rules police didn't have necessary permission to be on private property.
Prosecutors recently dropped the case against a Geneva father accused of allowing a drinking party at his home over Homecoming weekend in 2011. Prosecutors cited a lack of evidence when motioning to dismiss the case against Robert Caruso, who was cited under a law aimed to hold parents accountable for underage drinking in their homes. Caruso successfully argued to have statements and evidence against him thrown out on claims Geneva police officers didn't have necessary permission to be on his property when they first observed a beer bottle near teens and then later talked to partygoers. Prosecutors asked the judge to reconsider that ruling, arguing the bottle was visible from outside the property and that officers were within their rights …

Residents of an east-side neighborhood have been expressing outrage over a Nov. 2 underage drinking party where police took 71 people, including 65 juveniles, into custody. The homeowner and four juveniles were cited, while police contacted parents to come fetch the other kids and take them home. If the chaotic scene police came upon when they arrived at the Persimmon Drive home during that party was enough to enrage neighbors, the fallout afterward also has inflamed some parents, some of whom believe St. Charles East High School has shown favoritism in regard to disciplining student athletes caught up in the incident. A 50-year-old woman faces a fine of up to $500, four juveniles were cited with underage drinking and scores of teens got in trouble after officers broke up a Nov. 2 party in St. Charles. Lisa J. Lorenzini, 50, of the 200 block of Persimmon Drive, was cited with social hosting, a local ordinance punishable by a fine of at least $250 and as much as $500, St. Charles police said. Four St. Charles teens, ages 15, 16, 17 and 17, were charged with possession/consumption of alcohol by a minor, police said. According to St. Charles police, officers were called to Persimmon and Hunt Club drives on a report of an underage drinking party. SATURDAY, SEPT. 8 While on patrol, an officer found an open door to a building in downtown Batavia at 4:02 a.m. The interior was searched and no evidence of criminal activity was found. The door was secured and the keyholder was notified. The family in each of the incidents above received a referral to Victims Services. An officer responded to the first block of North Mallory Avenue at 12:11 a.m. for a report of an unknown boy attempting to enter a home. A search did not turn up anything. Here's a list of businesses that sold or served alcohol to underage patrons, according to the Illinois Liquor Control Commission.
Four shops and restaurants in North Aurora were among those who sold alcohol to minors during compliance checks, a state agency announced Wednesday. In August the Illinois Liquor Control Commission conducted compliance checks around the state and visited 177 businesses licensed to sell liquor. The teams randomly visit liquor stores, restaurants and bars in communities around the state to check for ongoing compliance with state laws mandating that no liquor is sold to minors under the age of 21. They cited 51 licensees for violations of liquor control laws. Of the 12 licensees checked in the North Aurora-Aurora area, seven sold alcohol to Liquor Commission underage participants. I was thinking the same thing!! If he was charged with underage drinking and he was driving I thought you got charged with zero tolerance but apparently that's changed??? This really surprises me considering how hard the state of IL cracks down on people charged with a DUI.
